Captain Looney grew up around the Sheriff’s Office in Stephens County. His grandfather, W.H. Shirley, was Sheriff there for 20 years (1953-1972). He started in law enforcement in 1985, with the Ware County Sheriff’s Posse, under Sheriff Herbert Bond in Waycross GA. In 1987 he went to work with the Stephens County Sheriff’s Department, under Sheriff Don Shirley as a Jailer/Dispatcher. Later that year he was sworn in as a Deputy Sheriff and was the Drug Detection Dog handler. In May of 1988, he attended the North East Georgia Police Academy and graduated with honors. In 1999, Looney came to work with the Franklin County Sheriff’s Office, under Sheriff Hugh Roach as a Deputy Sheriff. In 2001 he was promoted to Lieutenant, and now serves as a shift supervisor. Looney holds several specialized certifications: Radar and Laser Speed Detection, Intoxilizer 5000, Drug Detection Dog Handler, and Field Training Officer. In 2003 Lt. Looney was named Officer of the Year for the Northeast Traffic Enforcement Network, by the Governor’s Office of Highway Safety. Sheriff Thomas promoted Looney to Captain in July 2005. He also serves as webmaster for www.franklincosheriff.net . July 2008 Captain Looney was presented the prestigious J. STANNARD BAKER AWARD FOR TRAFFIC SAFETY by the National Sheriff's Association.
Looney’s civic involvements include Past Master of Toccoa Masonic Lodge #309, past secretary of Toccoa Shrine Club, past Vice President Georgia Mountain Shooters Association, member of YAARAB Shrine in Atlanta, Peace Officers Association of Georgia, United States Deputy Sheriff’s Association, life member of the National Rifle Association, charter member and President Northeast GA Lodge #105 Fraternal Order of Police.
